one ebay using multiple pay pals
 
Here’s my scenario:
I run two small businesses and I have my personal finances. Each business and personal finances have their own checking account, pay pal account, and credit card. I do this for financial record keeping. It also makes tax season so much easier.
I have one ebay account. Sometimes I buy for myself on ebay. Sometimes I buy for one of my businesses. I would like to pay for my ebay items with the appropriate pay pal account. I don’t buy or sell a lot on ebay, my score is only 211 after having an account for 12 years, so I’d like one ebay account to accrue the feedback scores. Does this make sense? Am I breaking policy rules here?

Wow an account for 12 years - still highly active? Whatever you have been doing has been working for you so keep things clean and separate.

No policy rules I see you breaking here as long as you are NOT bidding from one account on the other account auction - that could be considered shill bidding.
