negative feedback

I just got this negative feedback saying this.
"Be sure to inspect the items your trying to sell before you put on Ebay.."
i look at the transaction and he never payed, messaged me, and I never shipped so how come he is leaving negative feedback. i offer refunds on all my items.
how can ebay fix this

Open up a non payment claim. If he does not pay, transaction gets cancelled. Then you can speak to eB ay to remove it.

I had something similar happen not too long ago. I called bay and they basically said they protect the buyer. All you can do is type in a reply under the negative feedback explaining exactly what happened.
It sucks, but that's all you can do.

they favored me! they said the guy never payed for the item. therefore i was right!

Exactly - speak the truth and directly with eb ay and when there is outright buyer sketchy antics, they will help.
