45 days open a case limitation
 
Ebay says you have 45 days after you paid open a case.
What is considered here than "paid".Example PP holding your money and says "pending"?
Paid means when paid or when PP relesed the money to the seller account?

They mean from the day you hit the "Pay now" button. Even if it took 30 days to clear. From there on you'll have 15 days to dispute.

30 days + 15 days = 45 days
