Public networks are never recommended for stealth, if it is your only option, then it is possible.
It is just not ideal!
Some public libraries use the same IP for every computer. Some use dynamic IP and you would have to start recording the IP address you use, the biggest problem about public networks is that you have no control of them and they have likely been used by suspended account before, so e bay may have it blacklisted as a sort of 'hot spot' for users opening new accounts.
Being in control of your enviroment is important in stealth.
In 'college dorms', if you get suspended then so does everyone else, this happened to a few people I know. They had other similar details and got suspended because of one other person.
