ebay store subscription

Hello Friends,
I started my ebay account and right now have more than 20 feedbacks.
I wanted to open a basic ebay store but ebay asked for me to sing up for a seller account.
How do I do that ?
What do I need to sign up ?

well i believe ebay is asking for my bank routing and account number in order to subscribe for a store.

You should go to the library and buy an ebay book, even the older ebay books will suffice. i've forgotten how i did it
