Another ebay question?
 

Well, I bought two cell phones off craigslist without checking the esn and sold them on eBay. I refunded one buyer and they didn't leave me any feedback at all, and the other buyer left me negative feedback. I have three positive feedback and one negative, which looks bad. Can I pay my final value fee, then close my account and open a new one and start fresh?

No. Not with the same info.

If the account does not get suspended or anything along the lines of receiving selling restrictions, I don't see why he can't do that.

However, I highly discourage closing your accounts, as it takes more than 6 month to take effect. It's better just to leave it.

one negative wont kill your sales. it may hurt your cellphone sales if that is the only phone you have sold...my advice:

-Tell the buyer to remove the negative and you will allow them to refund the item

I said that because this person obviously has little experience and needs to practice improving one account before going crazy on multiples.

You are allowed 2 accounts to 1 Pal Pal account. Go ahead and start a new account. When the new one gets established, go ahead and close the old one. Just make sure to pay the remaining final value fees.

If you have another bank account and credit card, open a new Pay Pal account as well to match the new e Bay account.

Start new stealth accounts and build them well. This account I would keep operating and sell a lot of junk/low-end items for feedback build to offset your sad stats.
