eBay Suspended & PayPal Limited Forums - Another selling limit question..

How come on my new account I have to either call eBay or confirm I have an established sellers account to increase my limits. What happened to just entering my information to get 100 items or 5000 dollars. -.-

I belive u have to call in and answer questions and some times u even have to fax them id and other docs
