From Top-Rated Seller to Below standard two hours ago...

Hello all,

one of my top-rated seller account just changed status to below-standard in USA site...
I just checked that all of my new incoming transaction was hold 21 days in paypal.

I don't understand.
My feedback rate is 99.8% and I have received 3 1s/2s rating in shipping for the last three month.
What's wrong with Ebay?

Can you please help?
