From Nov 24th until Dec 24th,ebay discounts your final value sale by 20% if you ship expedited 1-3 days with 1 day handling.

is anyone taking advantage of this?
good or bad?

Why not. If you are a good seller and want decent ratings you pretty much have to do that stuff anyway. No change for me. Except lowered fees.

I wont be cuz I cant provide free expedited shipping with the things that I sell.

You forgot to put down you need to provide free expedited shipping and 1 day handling. I provide 1 or 2 day handling but not free shipping.

It may fit for the lowest shipping fee items or any very small items .

Savings are real significant, just like being a top rated seller -- which I am. I had to adjust my listings adding 14 day returns.
