ING no good for PayPal anymore - leads to instant limitation

is ING good for ebay/ppal accounts, I want online banking so I can open up fresh a/cs online instead of going to the branch, is ING good or is there anyother uk bank accounts, that don't do credit checks and are easy to open?

I'm located in CANADA and they offer presidents choice here which is similar to ING no bank fees BLAH BLAH BLAH plus higher interest rate ;) ...But yeah you can open new accounts over the phone SINCE THEY have no branches :) ....Go with an ING they are good...With regard to the credit checks I would assume they do less research than TD /ROYAL / SCOTIA ( any of these banks would require more ground work before successfully opening an account )..
