Can i use ebay app on my iphone if i have used it for a suspened account before. I have a new account now and don't want to waste it.

No, The e/b app uniquely identifies the host iPhone to e/b's servers so if you have used the phone and app on a previous account you could well be linked very quickly

What about the ebay app for smartphones. Not the iphone. I'm curious if anyone has had any experience with this. I was using two smartphones (one for each account) and both were with same cellular provider. However, I've recently saw that both smartphones have the same ip address so how does that work?

Don't use ANY ebay app on any device. You will be linked. My first 2 stealth accounts were linked that way, take everyone's advice.

Does anybody know how this app links you..is it my phone number or sim card? Just curious as i am looking to get new iphone soon to replace my iphone 4.

It's not by sim card or number but the actual phone.
