Default Is there a "Item not as described" LIMIT?

Is there a limit to how many "Item not as described" cases buyers can file?

No, but if they file too many claims, eBay will warn them and then suspend the account if it continues.

eBay knows that a buyer may have problems, but they DO look for buyers with an abnormal volume of filed SNAD cases.

Now, if you are talking about the DSR's, that I don't know about. I am assuming you mean a buyer protection case.

ebay will LIMIT any buyers account for filing claims.

Am aware of a buying account that got a permanent suspension for making 4 claims within a 12 month period.
I'll make little comment on the buyer ( dingbat comes to mind)

Several points ( & I am repeating myself):

Always be careful of making a purchase. Ask yourself if the item is critical to your existence. (Sometimes it may really not be)

If your account is stealth can you deal with the transaction from a SELLER's point of view? Can you be professional?

Last & most important apply the adage Buyer beware. Check what you are after...
