Default Buyer opened a dispute on ebay after 3 days of item not received!

Ok so now i am totally frustrated with these "people"!
I ship from Ukraine, in all my listings i indicate that the mail service in my country may take up to 4 weeks to deliver the mail, however it is usually 2-3.

I had a sale on ebay and the buyer paid right after. That was friday evening. So i packed the item and went to the post office because i didn't want the buyer to wait till monday when i ship the item.

After 3 days! he messages me about why the item is not received, and i politely explain that it takes up to 4 weeks for international shipments (buyer is in germany) and that he has to wait.

On the 5th day, (so 3rd business day!) he messages me again about the item not received! I tell him again blah blah blah.

The next day i have a case opened on ebay about an item not received!
They ask for tracking (which I have) and I submit it to them, they give me until Aug 18 to deal with this.

THEN a couple hours later they write back saying that i could not provide tracking and that the case is closed in favour of the buyer and his money taken from my paypal!

How is this fair? His item will arrive next week! Now he gets to keep both item and money!
And why did ebay even let him open a dispute so early? In my listings it clearly states the shipping times may take 14-23 business days!

Sorry I wrote so much, just very upset with this!

Not sure about your country, but on ebay uk the buyer can open a dispute after 4 days, pretty much irrelevant whatever you write in the auction- your terms do not prevent the buyer from doing this.

"THEN a couple hours later they write back saying that i could not provide tracking " this is strange: you emailed paypal with the tracking info? Was it correct? What did it say....that the item was "sent" or "in process" ?

the item was on ebay.com but the dispute was on ebay.de

i gave them the tracking info, it was correct, the item showed as leaving the country en route to destination.

so then if buyers can open disputes without waiting for the item and get their money then what prevents scammers from buying the item, paying for it and a feew days later claiming money back and then receiving the item as well???

There isn't really anything you can do. The scammers know how to play the system.

Either the way eb operates in the OP's country is wayyyy different than the uk, or something's not quite right here.

If tracking is showing that the item has been posted, and is currently on route to destination, I do not understand how this part happened:

Do what I did. Take the information of the guy's house and phone number from the sales receipt and call him repeatedly at 4am about every 4th day or so. Call him using a skype number and get revenge. I hate scumbag scammers.
