I have to verify paypal to sell on ebay
 
ebay credit card asking me when I try to sell something on ebay
my paypal account is not verified
Is that why?

yes. you need a verified paypal account to sell. and before you can list anything, ebay will need info on how you intend to pay their selling fees, whether it is with your verified paypal or with a credit card you will file with ebay.
