Question about selling limit with unpaid item?

Hi Folks,

For example if a eBay acc has a selling limit of 10/$500. I listed an item and sold it for $400. Which means I have now got 9/$100 allowance left on the account. What if the buyer changed mind and doesn't want the item? Will my allowance be credit back or is it wasted?
