seller dashboard Q

When I click on my seller dashbaord, the policy compliance section says high but has an exclamation mark next to it.

When I click on the ! across the top in red writing it reads

"Your account is restricted and attention required"

However just underneath that it says "because you have no policy breaches, you are not at risk of ebay taking action against your account or listings"

Can anyone tell me why the ! is there??
