Obviously people do move and changing the address on Paypal can cause them to block the account until you provide documents such as ID or something similar.

You can add remove bank accounts at any time but make sure that if you do change bank accounts you have 1 of them as confirmed before doing a change.
So for example, if you are adding a new bank, make sure you confirm the new account before removing the old one.
