What prepaid card do you use for eBay stealth accounts?

It's 2012. I know the cards that work change sometimes. What cards can you use to get back on eBay today, and where can you get them?

Not for withdrawing cash...unless they mean a VCC to verify the account.

They don't work for withdrawing cash anywhere. The OP only mentioned using them for eBay accounts, so he most likely just wants to use it for paying eBay fees.
