Setting EB account so only one bidder per auction

I have read on a previous post from 2010 that you can set your ebay account so each ebayer can only bid on one item from your inventory of auctions.

Is this possible on ebay? On new accounts I have lots of 1p and 99p auctions, is there a setting so only one ebayer can bid per auction to stop one person winning the lot?

In buyer requirements there is a setting where you can block bidders if they have bought between 1-100 of your items in any 10 day period.
