new ebay account, just need to hide ip?

so i just got the old indefinitely banned blah blah from ebay.

my father in another state is going to set up a new paypal and ebay account with all of his info, obviously they track via ip, so my home ip is going dynamic and im going to use atomic web on my iPhone, anything else i need to worry about as no other piece of info is being tracked back to me other than ip?
