Ebay worried about Scam Sellers...

Seems that all there moves to make it safe for buyers, by removing scammers who sell on ebay. It seems to me that these scammers can now just use eBay new system to scam honest sellers.Seems it is impossible to win a PP dispute, no matter what information you provide. How long is this going to last?
