Problem with EBAY/PAYPAL multi shipping....

I created 2 stealth accounts successfully and sold about 45 items between the both of them....I go to print out the shipping labels but MULTI-SHIPPING is not working with ebay or paypal......Is it the accounts or something with their systems??.....Anybody have a problem with MULTI-SHIPPING??

Sometimes usually on like Tuesdays and Thursdays they do website updates. That might be part of the problem.
