Ebay certified company and stealth?

Well, ebay have certified companies that you can work with as a seller on different levels. The big questions that gets on my mind is:

can 1 to 99+ accounts use the same service @ the providers sites?
Example one dropshipping service has push2auction wich make me think there is linkin like eb<-->pp.
