Does eBay ask you to add CC information when register a new account?

Does eBay ask you to add credit card information when register a new account?
Several days ago I register a new account, ebay didn't ask.
But yesterday, when i register another account, eBay ask for cc information.
I wonder did i do something wrong so eBay want a verification?

It's random sometimes. Usually eBay asks when you're about to list an item.
