What the??!! eBay charging "Early termination fee" for upgrading store

I just upgraded my Store from Basic to Premium, which means I'm paying $50 per month now instead of $25. Guess what? eBay charges a penalty for UPGRADING my store. What the hell?

This is the eBay message I got:

Your current yearly Basic Store subscription will end on Jun-09-13 02:12:44 PDT, and your new monthly Premium Store subscription will begin on Jun-09-13 02:12:44 PDT. You have been charged an early termination fee amount of $ 56.26 for your Basic Store.

So when would you have to cancel the subscription to not get charged that? From my understanding it is a auto renewal service.
