Ebay Blocked Buyer/Bidder List, Question?

If you block a Ebay User and added them to your block bidder list can they change their user ID and rebid on your items? Or will it still keep them blocked no matter what ID they change it to? Just curious.

what about having your list copied/pasted to new accounts, so say you open a new account and just insert your database of blocked users? will this link accounts?

Not suggested. I did it a year ago and account went down within 24 hours.
