this happen to me on a lot of NEW accounts!!!
but it only happen to me when i add the item to my cart and check out, i will get this on some of the accounts.
BUT if i use buy it now, it will ask for my phone number and the system will call the number and give you a pin to enter, after the phone verification, im able to use the account to buy without any further problem.

you said you use buy it now, so i dont know why its still happening to you....

@nidhal, also post the status of your account - verified? credit card attached?
