*eBay's Buyer Protection Policy?

Is eBay's Buyer Protection Policy essentially a "returns accepted" service even if I marked "return not accepted" in my listing?

Wouldn't signing up for eBay's Buyer Protection Policy open windows to abuse (from buyer) for me? Why would I want to link my credit card to such a thing?
