2013 Which Network Does Cheap PAYG SIM?

Iv seen info regarding payg sims on here from 2010 but alot of the network have changed their offers so wanted to find out currently now which network does the cheapest pay as you go sim? Most i have come across want £10 top up to activate it etc. Are there any cheaper pay go sims then this which activate sim and can be used?
Needed for ebay/paypal etc. thanks

I use Vodafone.

No need to top it up to activate it, and you can get the SIM for free (online) or for £1 (in a shop, tesco for example)
