Someone please advise

I bought a 2003 aged ebay account and paypal account from someone online. He told me that the limit was 100/$5400 and I told him that I was looking for an ebay account that is unlimited. I asked him to call ebay to get his limit removed since he has been a member since 2003 and has over 130 100% positive feedback as a seller and buyer. He told me he called them and that his ebay account is now unlimited. I bought the account through paypal and when I logged in to his ebay account, I found out that it is still limited to 100/$5400. I texted him and he told me he would call ebay again. He then texted me and told me that ebay said it could take up to 48 hours for the changes to reflect. Also I could not access the email he registered ebay with (I also found out that he had changed that email twice within the month of October). He could not access it either. He said he had sent a microsoft review form to hotmail so that they can reset his password. Also I asked him if the paypal account has ssn attached before I bought it, because I don't want to do anything illegal, and he said no. However I just found out that the paypal has ssn attached. I payed him $500 for both accounts (ebay + paypal) with paypal thinking I would be getting an unlimited account. Do you think he is a scammer, and if so, why did he give me the correct ebay and paypal login? Plus what should I do? Thank you in advance.

I know I should be happy with 100/$5400, but I already bought such account from a member here. The things I sell are not hot items so I have to list a lot for it to sell. Plus I have category limit placed on it too.

1st, please space out your thoughts into readable paragraphs.

2nd, If your arrangement was for an account with "Unlimited" or High Selling limits then obviously you didn't get what you paid for. Also, you don't seem to have complete control of the accounts because he still somehow still controls the email access.

3rd, Is he a scammer? No one can truly answer that question but you.

Thanks MM78. I will try to space out next time. I changed the registered email address yesterday to mine. Does that give me complete control of the account. Does it sometimes take 48 hours for limits to be removed. Thank You.

In theory you have control but at any time he wants he could potentially take the account back, He can always say someone hacked the account and since it has a SSN he could find a way to take it back.

I would also change the security questions and write all this info down somewhere.

One more question please, how long does it take for limits to be removed? I remember when I increased mine from my suspended accounts, It took about 15 minutes.

No idea on that one, perhaps someone else can chime in.
