eBay account ?? before 10/07

OK I have a account that I opened well over 3 years ago and want to start selling on it. I was recently suspended from ebay and want to set up a seller account with this one. They ask for a credit card can I still use a Visa gift card for this to pay fees? It doesn't say I have to have a paypal account. Also does a IP blocker like Peer Guardian work for them checking IPs?

You can use IP Burger - What is my IP Address? Find Your IP Address! or IP Chicken - Whats my IP address? ip address lookup to check your Ip address but I would still recommend manually changing it every time if you are using DSL.

I personally am not to fond of proxy servers.

IP blockers and most proxies do not work. You can use a prapaid or visa giftcard though.
