What is it your asking?

If its 'will I get my account back if I pay the fees' - there is not a yes or no answer to this, it depends entirely on eBay. Sometimes you will get the account back, other times you will not. And even if the eBay rep tells you you will get your account back, do not believe them 100%, they are known to lie.
