Auctiva and Ebay rules

Does anyone know the rule for how many auctions are allowed to be listed before ebay makes you link your paypal account? I listed like 25 auctions and then ebay said I had to link my paypal account until I listed more auctions through a 3rd party listing site. It seems like it never ends with their rules!
