Excessive Payment Amount

Got this message from ebay when I tried to to pay a $9.00 ebay fee with my linked paypal.

Excessive Payment Amount
This amount exceeds the payment limits on the account.

I looked in paypal everything appears fine. Ebay account is 100% positive with no issues.

anyone else ran into this.
