Which number gets you transfered to an overseas call center for eBay? Or is there a particular time that gets you there?

Not much you can do but aim for the time of day - no particular number

The time outside of normal US business hours... so, best bet is in the evening.

i think this just applies for regular support, not for eBay Limits
