Can you re-open an item not received case as a seller once it's been delivered?

I have a buyer that filed an item not received case a few days ago. I uploaded the tracking number which shows the package is still in US Customs, but eBay closed the case anyways and gave the buyer a refund. Is there any way to re-open the case once the package shows as 'delivered' in the tracking and get my money back that way?

You can appeal the decision.

Once there's proof of delivery, appealing the case is the route to take as James mentions.
