increasing ebay selling limits

hi
i'm interested in buying an ebay/paypal account but was told you get the standard 10/$1000
this really isn't good as i have so many items to list.

how can i increase the limits while not jeopardizing my new account. there is NO WAY you guys are just selling 10 things

There are bunch of accounts being sold with higher limits, each come at their own expense.
