Is there a reason for this or is this a bug "no returns accepted"

I have the buybox for an item. I list a 14 day return policy.

In the buybox the item says "Returns not accepted". When viewing the auction you see "Returns: 14 days money back, buyer pays return shipping".

Do you need to cover shipping to have the buybox say returns accepted? Or is this some kind of bug?
