Landline number vs forwarding service

The stealth guide says it is not recommended to use landline numbers, and yet forwarding service is ok? I don't get it, because with my forwarding service I get a landline number with the area code of my location.

I was also wondering if eBay flags numbers from a well-known forwarding service company?
