Coupons

Are coupons from the Sunday newspaper safe/not safe to list on a new eB account?

I know eB recently changed their rules and a seller can only list $100.00 value OR 25 coupons (whichever comes first) per month.

I don't see why you couldn't list coupons...I don't see coupons as high risk.
