I have been scammed in both USA and Canada. There are rotten apples out there on eBay.

There are several postings about being scammed on this forum. There could be culprits on this forum too.

International scams are a thing of the past since everyone knows about them these days, kind of a no brainer. I would worry more about abuse of eBay Buyer / Seller Protection policies. Anyone who knows about the policies themselves in detail can abuse the system and cash out of eBay. Ebay claims this doesn't happen often, but it does happen. You can get scammed anywhere, anytime if someone decides to be a complete ass.

Safeguards are always use signature confirmation for items above $250, and default tracking for items below that amount. Always ship to confirmed addresses and under eligible transactions or don't bother; prefer to keep all your transactions within' the US. There are other safeguards if you make your way around policy, but I can't speak of them here.. If there's one thing to remember, eBay and Paypal are only interested in following their own policies.

However, if you just want to get feedback, nearly no one is going to give you a hassle over the small stuff.

Basically if you follow ebays policies it is hard to get scammed. If you sell items it is going to happen at some time for sure. For me, every single day of the week and as PTXCDEXIA it is always from paypal/ebay resolution/seller protection policies. The great news is that once you grasp your head around these policies, you can win virtually all of these issues with time and patience.

Exception is credit card chargebacks that state item not as described. Paypal credit me back the funds if I call in but 5-9 months later I still get burned, especially by American Express. If I could, I would refuse payment from American Express.

Well I was sending an item to the US. It said it was delivered. Then the seller did a SNAD. I am working overseas right now. Then the item was sent back and it missing items. Is there any recourse at this point?

Most cases you'd be out of luck. However, eBay sometimes claims that "seller protection" will cover things like this if you can prove it and eBay will reimburse you.
