Credit balance of ebay seller fees on real account

Hi all. I checked the search and I don't see anyone else has asked this.
On my real account that I no longer sell from has a small credit balance for seller fee credits I received when I was selling with that account. I tried to get ebay to send me the money as a check but they never did and said they can't. How can I get the money back when I no longer sell with the account?

My Paypal is attached but ebay tells me they can't put the funds back to me. It has to stay in the ebay seller account.
