Selling Limit & Non-Paying Bidders?

OK. Small question. Let's say I'm a new seller with 10/1000 selling limits.

I sell an item a smidgen above $1000. The buyer does not pay.
I file a non-payment report or a mutual cancellation request.
In some cases, I've noticed that my selling limit is NOT restored back to normal until next month anyway.

What cases guarantee that I get my selling limit back for the month , or is this pointless?

I have noticed this myself. I have no idea which ones give you back selling limits and which ones don't. As far as I know it is a crap shoot.

It counts towards this month's sales :( have to wait until next month to reset

Happens to me all the time on my new accounts. Unfortunately all you can do is wait until the next month. Its tempting to call in and try to get them to reverse it, but WAY too risky.
