EBay fee's still owing after accounts limited

So i have an outstanding balance in my eBay account for seller fees. Both PayPal and eBay are limited so I have to pay these fees? I don't care if they close my account, should I not pay them?

I have money in my PayPal account but I can't access it. Had anyone had this happen before?

Yep I realised it's not a stealth account it was my original which is why I came here. I just paid it to save the hassle.
