been told USA can send ebooks by electronic transfer but UK is banned is this true and surely it would be double standards?

For the USA ebooks delivered in digital format MUST be listed in the classifieds or in the category of Everything Else>Others

You can list ebooks in any category if you send a disk of the ebook but you must include the content of the ebook in the item description.

I'm not sure the rules for the UK

Also it doesn't hurt to include a note in your listing that you are physically sending the goods. eBay frowns upon e-Delivery
