Will living by Canadian border be easier for stealth

If I live near the border by Canada...Will stealth using Washington addresses work? ?????Can I avoid alot of problems by saying I am Canadian and don't have social security number

What are some problems I can run into? Would it be simpler to do this?

If you're physically located in US, and your IP address is from an US carrier, then you're still American to Paypal.
