Ebay USA listing Help!!!

Hi any tips/helps, I'm from the UK and each time I try listing on ebay.com with my stealth acc's I keep getting ID verification and sucks.

Could this be because I'm using UK ip, even tried with vpn but no luck. Any inputs or help will be greatly appreciated. thanks

always getting id verification and sometimes it says i'm not allowed to sell internationally. basically how can i operate a usa account from here without problems
