One that works.. one that has not be abused.. one in the country in which you want to operate within. Or setup your own VPN or go with a VPS. There are lots of options.

Static/Dedicated/Private IP.

This is where you have to do your homework, we can't spoon-feed you all the info. Also, Hidemyass is the worst thing you could use, Ebay/PP know about hidemyass.....

Yes, a lesser known or "weak popular" VPN service should do. :)

Even with that it can be risky as IP ranges have seem to be blocked..

Make sure you check the IP isn't blacklisted and you'll be okay.

I use ipvoid.com, but theres several different ones. Just google: "Check IP blacklist"
