USPS can and cant open packages
 

i wanted to make this post just in case any one is wondering what the USPS can and cant do i hope this helps guys.

HERE IS THE MAIL THEY CAN OPEN BY LAW.


Periodicals items.
Standard Mail items.
Package Services (including Media Mail, Library Mail and Bound Printed Matter DVDS) items.
Standard Post
Parcel Select®
Incidental First-Class Mail attachments or enclosures mailed under DMM 703.9.
GXG items that contain non-documents.
Priority Mail International items except the Flat Rate envelope and small Flat Rate box.
M-bags.
Items sent via “Free Matter for the Blind or Other Physically Handicapped Person” under 39 U.S.C. §§ 3403–06 and IMM 270.
All other Domestic / International mail not specifically stated below.

First-Class Mail® items.
Priority Mail® items.
Priority Mail Express™ items.
Global Express Guaranteed® (GXG®) items that contain only documents.

Priority Mail International™ Flat Rate envelope and small Flat Rate box.
First-Class Package International Service items
First-Class Mail International items.
International Priority Airmail™ (IPA®) items, excluding IPA M-bags.
International Surface Air Lift® (ISAL®) items, excluding ISAL M-bags.
Certain Global Direct™ (GD) mail.
International transit mail.

While this is generally true, there IS an EXCEPTION to what the OP posted above. The USPS CAN open FIRST CLASS PACKAGE SERVICE MAIL which is sent using Commercial base pricing:

"Regardless of physical closure, the mailing of articles at First-Class Package Service Commercial Base prices constitutes consent by the mailer to postal inspection of the contents."

The reasoning behind this seems to be that since this is considered "commercial mail" it is not supposed to contain personal correspondence, and is therefore not protected by the Fourth Amendment.

Just wanted to add one more thing...

Any class of mail can be opened with a SEARCH WARRANT, so it is not like sending a package makes it immune from any type of inspection. Whether or not a judge would grant such a warrant depends on the circumstances, but it DOES happen.

The bottom line is, you probably don't want to use the US Mail to send anything illegal.

Post a bomb and lable the box 'Cash Inside' and if you see a news article saying a driver blew himself up, you know the answer.

luckily 99% of the item i ship via USPS are first class and priority flat rate envelope. Although i have nothing to hide...

on another note. post office have been REALLY slow lately. I've been getting complaints a lot. I think its starting earlier this year.

only thing i fear about international orders are non delivery! thats why i only ship to canada

Sorry but you are not 100% accurate with that statement.

Should the Postal Inspector have what is known as due cause, they can open anything.

To do so, they must carry out certain legal procedures.

It is important that users dreaming of importing foo-foos understand that right does exist for incoming mail to be examined.

There is no Get Out of Jail card for anyone.

They go through the mail here in my part of CA with drug sniffing dogs all the time since I am near an area where they grow lots of Marijuana. If they have probable cause. They will find a way to hold the mail and search it.
