Under what circumstances does Ebay/Paypal contact the user to verify SSN information or any other sort of personal information?

They e-mail you to call. If you don't they eventually cut you off until you do.

Just run smooth, keep sales slow the first 3 months and gradually increase, sudden spikes in sales will trigger more documentation

Clearing your funds out of paypal could trigger this

Selling brand name items on a new account

All risky behavior may trigger paypal to ask for SS# and many other docs

In the mean time just to CYA I would make some other accounts in case things don't go your way.

Not sure what triggered ebay or paypal to require my SS but I sold around 150 items before Paypal starts asking for SSN. If you come reach near your limits and you don't want to provide SSN. I suggest u make another account early for backup. This is my personal experience.... Uncle sam wants its share....
